Gardiner Exp. onramp at Jameson.

Question.

Why is this ramp closed after 5pm now? Honestly, can someone explain this? Many years ago, it was always closed around 5pm, but then i noticed one day that it was open and when i drove down it - the annoyingly short merging lane was gone and the new freshly painted long merging lane was now present. Traffic was moving nice and smooth. I thought "GREAT".. they fixed the bottleneck and now people can use this onramp to jump on the Gardiner!

Fast forward to last week, and noticing the ramp shut down, and still to this day shut down. Can anyone tell me? Are they finally going to create a merging for dummies diagram to get people to merge at the end near the ramp rather than very early on which causes the bottleneck to begin with?
